Kalyan Dombivli Municipal Corporation is entering its 38th year today. The period of 37 years is a long time for the progress of any local autonomous body and such public sector bodies. In all these years, no new local body has been able to give a distinct identity, image and imprint of its work. It is noteworthy that the Kalyan Dombivali Municipal Corporation came into existence on 1 October 1983 with Thane (Thane Municipal Corporation was formed on 1 October 1982) after 1 year. This is just a moment of satisfaction. With the formation of the Kalyan Dombivali Municipal Corporation, the administrative rule (all matters for the Municipal Corporation Commissioner) was implemented here.
12 years administrative rule.
This administrative rule was expected to take effect for a specified period of time. However, due to the soaked blanket of 27 villages which are presently in Ghazipur, this administrative rule lasted for 12 years. At the time of the formation of the NMC, Kalyan Dombivli NMC extended directly to Kalyan, Dombivali, Ulhasnagar, Ambarnath-Badlapur. But first Ulhasnagar, then Ambernath and then Badlapur were excluded. During the 12 years of administrative rule, the Kalyan Dombivali Municipal Corporation raised Rs. A party in power for a long time
After a long period of 12 years after the formation of the municipal corporation, the state government abolished the administrative rule here and opened the way for general elections here. In 1995, the first general election of Kalyan Dombivali Municipal Corporation was held. Since then till today (except for two and a half years), Shiv Sena has been in power as the main party here. Therefore, Shiv Sena MPs will always have a lion’s share of the responsibilities of every good and bad thing to happen after the first municipal elections.
Accounting and solicitation
After the first election in 1995, it was assumed that the ruling party had spent 5 years learning and understanding the functioning of the local self-government body, but it was then 20 years of service by them. In these 20 years of tenure, Kalyan Dombivali has seen many mayors. But as many as can be counted on the fingers of his hand, he tried to do justice through his work with this post and Kalyan Dombivali’s alternative. Among them, Harishchandra Patil, Rajendra Devlekar and Vajayanti Gholap-Gujar, known as a strong female MP, are at the forefront.
20 years term is negative
Therefore, except for a few exceptions during the last 20 years of the ruling party, a cursory look does not look so good. The only exception is E, who took over as commissioner a few years ago. Of Rabindran. During his tenure, e. Ravindran also took initiative for the widening of roads in Kalyan Dombivali and beautification of the city. First e-governance corporation in the state…
Earlier in 2002, Kalyan Dombivali got the honor of being the first e-governance municipal corporation in the state, under the tenure of Shrikant Singh. Which was appreciated everywhere and was followed by other local autonomous bodies. However, neither the administration nor the authorities tried to maintain consistency in this e-governance. Moreover, no one remembers that Kalyan Dombivli Municipal Corporation has done some development work for the city by recognizing the need of the times and going beyond time. ‘Twenty six’ with development work
Because the development work and welfare of Dombivli Municipal Corporation is like a ‘thirty six’ or not? The situation was such that anyone had to think so. It is difficult to find a better example of how the ruling party and administration should not be in charge of local self-government than the Dombivli Municipal Corporation. Over the years, this administration has taken such a turn for the worse that even if the simple name of Kalyan Dombivali Municipal Corporation is taken, the nose and mouth are twisted.
Shattering people’s dreams
Even the smallest and simplest subjects of development work are so complex here that they later become ‘a cure worse than a disease’. It was like an unwritten rule to show dreams to people and to break their dreams so much that their eyes opened up along with their dreams. Be it roads and pits, traffic jams, peddlers, encroachment or garbage, sanitation, water supply or municipal administrative matters.
The corporation’s credibility is almost gone.
While many municipal corporations are following you and doing their work today, why is the Kalyan Dombivali Municipal Corporation so stubborn to keep it at the lowest level? This question needs to be considered by the officials as well as the citizens of Kalyan Dombivali. It is therefore sad to mention that the Kalyan Dombivali Municipal Corporation has almost lost its credibility today. So whether it is ruling or administration. Citizens’ trust in these two key aspects of local self-government has been shattered. To earn it back, the ruling party, the municipal administration and the entire system will have to work together in the coming years.
