We are living in unusual times..
Ministry of Home Affairs issues a circular relaxing lockdown conditions. Retail outlets selling non-essential items outside malls will be allowed to remain open. It is good news for small business.
At the same time, Kalyan-Dombivali Municipal Corporation issues an order saying that citizens will not be allowed to go out . Home delivery of goods at the society gate is allowed. I assume that the divergence is due to Kalyan and Dombivali being a red zone. The local administration has taken decisions keeping local circumstances in view.
It may also be a strategic move, to avoid people coming out in hordes after relaxation of lockdown conditions. It helps to prepare for lifting of lockdown on 3rd May,2020 if at all it happens.
I’m also reading news about Mumbai and Pune continuing in lockdown for another two months.
